Listen to the Coast, Lead With the Ocean

A global pact that links ocean health, nature-based resilience and energy transition could be COP30’s defining legacy, says T Rowe Price Portfolio Manager Willem Visser.

As the world turns its attention to COP30, the energy transition is no longer just a global ambition, it is a coastal reality. Across continents, communities living by the sea are quietly leading a revolution. They are not waiting for top-down solutions. They are building bottom-up resilience, powered by clean energy and driven by the promise of a thriving blue economy.

In places once defined by diesel dependence and economic fragility, offshore wind turbines now rise from the waves, transforming coastlines into clean energy hubs. In Germany, offshore wind is now among the most affordable energy technologies, with balanced costs as low as US$44/MWh. These are not just engineering feats, they are economic lifelines. Coastal towns are seeing a resurgence in jobs, skills, and pride. Young people are staying, businesses are growing, and the ocean is becoming a source of prosperity, not peril. 

Solar energy is reshaping the rhythm of life in fishing communities. In India, where solar PV is among the cheapest energy sources, boats equipped with solar-powered cold storage are reducing waste and increasing earnings. Women-led cooperatives are using solar dryers to process seafood, creating new income streams and cutting the carbon footprint. These innovations are not only improving livelihoods, they are restoring dignity and independence to communities long overlooked in climate conversations. 

Ports, once hotspots of pollution, are undergoing a quiet transformation. Shore-to-ship power systems, hydrogen-fuelled vessels, and electric cargo handling are turning industrial zones into models of sustainability. In the US, despite a shift in political priorities, renewables and natural gas remain the most competitive sources of power generation. The blue highway is being reimagined, and it is moving toward net zero. 

A powerful ally

Nature is also stepping in as a powerful ally. Coastal ecosystems like mangroves, seagrasses, and salt marshes are absorbing carbon at rates that rival forests. Restoration efforts are not only protecting biodiversity but also unlocking new streams of climate finance. With energy security now a dominant policy driver globally, preserving nature is becoming an economic strategy as much as an environmental one. 

Island nations, often seen as climate victims, are emerging as innovative leaders. Floating solar farms, microgrids, and battery storage are enabling energy independence and climate resilience. In the Pacific and Indian Oceans, these solutions are scalable, replicable, and deeply rooted in local knowledge, offering blueprints for coastal resilience worldwide.

The energy transition is also becoming more inclusive. Women and young generations are stepping into leadership roles, driving community projects, advocating for marine protection, and designing tech solutions. Their involvement is turning the energy transition into a social movement – one that values equity as much as efficiency.

But for this momentum to last, policy and investment must catch up. Marine spatial planning needs to integrate renewable energy zones. Climate finance must prioritise ocean-based solutions. Public-private partnerships must be built on sustainability, not short-term returns. While political sentiment may be wavering, the fundamentals of renewables, scale, cost, and synergies with energy security, are stronger than ever.

Global pact

Brazil, with its vast coastline and renewable energy expertise, is well-positioned to lead this charge. A global pact that links ocean health with energy transition could be the defining legacy of this summit. It is time to connect the dots between climate, energy, and the sea.

The energy transition is not confined to boardrooms or policy papers. It is happening on boats, in ports, and along coastlines. It is being shaped by people who live with the ocean every day, who understand its power, its fragility, and its potential. These voices from the coast are showing the world what’s possible when clean energy meets ocean stewardship.

The message is clear: the blue economy is no longer a side story, it is at the heart of climate and nature action. It is where innovation drives impact, sustainability meets scales, and the future of our planet is being written, one wave at a time.
